Background



UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

During 2008, while preparing for national Legislative Elections to be held in April 2009 and two rounds of Presidential Elections to be held soon after, Indonesia’s electoral authorities will also be organising and conducting more than 200 local Elections. With such an intensive and compressed electoral timetable, the General Election Commission of Indonesia (KPU) and other government agencies dealing with elections (Ministry of Home Affairs – MoHA and National Development Planning Agency - Bappenas) are facing many challenges, the least of which are the very high expectations of political parties, the media and of course the public, to deliver elections of the same or higher standard of integrity and participation that has characterised previous electoral processes.
Despite the positive results achieved during the previous national elections, the KPU, MoHA, Bappenas and UNDP realise that the considerable progress which has been made until now needs to be further consolidated and sustained. Any setback or deterioration in the efficiency, integrity and credibility of the forthcoming elections could have serious repercussions not only in the consolidation of the democratic process in Indonesia, but also for the overall stability of the region. Building on their prior and still ongoing involvement in supporting the electoral process in Indonesia, UNDP and the rest of the international community remain fully committed to assisting the KPU, MoHA, and Bappenas to conduct peaceful and credible elections, and further consolidating itself as a permanent, professional and independent institution of governance.

Past UNDP support to the 1999 and 2004 elections have demonstrated the extent of confidence that UNDP has thus far enjoyed from the Government of Indonesia (GoI), National Electoral Commission (KPU), CSO’s and donor agencies working on electoral issues. Through past experience, UNDP has secured a knowledge base that will prove useful for future electoral support activities.

This proposed Multi-Donor Programme - Support to Indonesia’s Democratic Elections (Elections MDP) project consists of a 3-year technical assistance initiative that seeks to enhance and further consolidate the institutional and professional capacities of the KPU, its Secretariat and its regional offices to meet the numerous priorities that are faced both in the immediate and longer-term. It also seeks to enhance the quality of participation of voters in Indonesia’s elections, by increasing the awareness of voters on the importance of democratic processes that will serve as a foundation for post-election engagement with elected public officials. This support also seeks to facilitate the Government of Indonesia in coordinating international support to elections in Indonesia, with the aim of achieving a harmonised donor programme in line with the principles contained in the Paris Declaration of Aid Effectiveness.

To achieve the above objectives, a Project Management Unit has been established to manage day to day project implementation. The National Project Director is responsible and accountable for overall project implementation and management. She approves the work plans, budget, reports and financial transactions and provides strategic guidance to the project management team.

Under the direct supervision of the National Project Director and support of the Project Management Specialist, the Verification Officer is responsible for verifying all work plans, reports, budgets and documents will be submitted for approval by the National Project Director and ensure that those are in line with the approved policy, rules and regulations.



Duties and Responsibilities

II. Functions / Key Results Expected

The Verification Officer will work under direct supervision of the National Project Director and in close collaboration with the Project Manager, Project Management Specialist, Sector Managers and other personnel of the project implementation support unit.

Summary of Key Functions:

1. Support the National Project Director of Elections MDP to verify and provide advice on proposed and current programme/project/activities related with support to election 2009 and with regards to financial-related matters (to verify financial reports, among others) of the Elections MDP.
2. Provide support to the NPD of Elections MDP in daily activities in regard to verify administration and finance documents of the Elections MDP UNDP.



1. Support the National Project Director of Elections MDP to verify and provide advice on proposed and current programme/project/activities related with support to election 2009 focusing on the achievement of the following results:

* Work closely with and assist NPD and her office to provide support and advice to Bappenas in relation to verify any activities managed by the Elections MDP team and funded by international agencies and national budget in related with support to election 2009
* Provide verification data and analysis on the activities related with the election 2009 to the NPD of Elections MDP
* Provide advice to the NPD of Elections MDP on the activities supported for election 2009 in order to avoid overlapping and redundancy of activities and to avoid any discrepancies with regards to the financial data
* Establish relationships and maintain regular communication with relevant government agencies, civil Society and donor agencies active in elections support programme regarding verification activity.
* Other duties related with responsibilities of the NPD of the Elections MDP, focusing on financial-related matters

2. Provide support to the NPD of MDP in daily activities in regard to verify administration and finance document of the MDP, focusing on achieving the following results:

* Work closely with the National Project Director of MDP to verify administration and finance document in related with the activities under Elections MDP
* Collect and compile any documents considered important for maintaining accountability in finance and project activities.
* Provide day-to-day support to the NPD on material or document that will necessary for approval process.
* Up date the NPD on Administration and financial issues under Elections MDP
* Other duties related with the duties and responsibilities of the NPD

III. Impact of Results

The key results have an impact on the overall efficiency and effectiveness of the election project funded by international agencies and national budget in achieving the designed objectives. Efficiency and effectiveness in coordinating support to election 2009 are critical to ensure the current budget from international and national resource will provide beneficiary the most optimum impact that will improve quality of election 2009.

Required Skills and Experience



Education:

Master’s Degree or equivalent in Social Sciences, Political Sciences, Public Administration, Economics/Finance, or related field

Experience:

At least 4 years of practical experience in project and financial management in private sectors, international organisations or government institutions. Direct related experience on elections-related projects in developing democracies will be a plus.

Proven experience in dealing with Administration and Finance aspect of project management.

Experience in working or collaborating with Government institutions in Indonesia a significant asset as well as international donors are an asset.

Language Requirements:

Fluency in written and spoken English is an advantage
